hi is there a way a IT manager can control bandwidth allocation to computer users while allocating more bandwidth to herself and if so you as the user can you be able to go round this?

Which operating system are you using? You may want to look into a virtualization solution which will allow you to allocate resources on a per-virtual environment basis.

If you're using linux, there's several ways to control resources without virtualization to give priority to certain processes.

Control bandwidth on what? Are you talking about total transferred or available bandwidth in Mbps.

This is generally a server side thing, and yes depending on what you have setup you generally can.
