Actually it's a 403 Forbidden...
I can't remember how to fix this...
I finally got httpd to work, not quite the way I had wanted it, but it works.
The files are in the proper directory and the ns crap has propagated the zones are all set and all that.
But I get this when loading my domain:
Forbidden
You don't have permission to access / on this server.
Apache/2.2.3 (CentOS) Server at domain.com Port 80
How do I fix it?

Output ls -l:
-rw-r--r-- 1 pascal servgrp 3313 Jan 3 02:02 index.html
Come on you guys...
What am I doing wrong?
It's not that I expect 1 hour turn-around, but am I the most knowledgeable person here?
Because that's kinda scary LOL

Check the apache error logs: /usr/local/apache/logs/
I think that's the directory, anyway, open up the error log using tail -f, then try and load your page again and see what error it shows.

What are the perms on the directory itself?

After you check the suggestions above
Since you had a problem with your httpd setup, check your httpd.conf and make sure index.html is included in
DirectoryIndex
