User accounts that I've created with cPanel I can login via FTP perfectly fine without any issues.

I manually created another account via "useradd", that will be used for running a few game servers on the machine as well. Is their a reason why I cannot login via FTP to those accounts? Anyone have a fix to where I can?

Alright. I'm dumb. I figured it out.

Had to manually restart the Pure-FTPd service to get the passwords to sync and update.

Ah! But you aren't dumb. You shouldn't have to restart PureFTPD for that.
