2) When I run BF2142cc it cannot write to server configs nothing will save.

I think i know what the problem is
they have bf2142 server locked down to where u cannot change the maplist in cortex or bf2142cc so i am thinking its a permissions problem on install

I think this is just a bug with Cortex. There was another game that had the same server cvars listed multiple times.

Wow just found out why it added that line ..everytime i unstalled the engine and installed it keeps add that char in there now i have 4 in there
anyway they are doing os a reload and im moving away from windows hoping i have better luck with linux :/

Well......Linux and BF2/2142 is not a good combo. There is a known crash issue with Linux and BF2 that they have not solved yet. BF2 runs fine with Linux but it is not as stable as Windows.

Really how is it running Bf2cc and bf2142cc does both have the same options? and do they run fine
