Got a shared ssl set up for web users using url's like https://www.secure.com/~webusersname/ Now thing is I know on the web users web space they can run php, cgi and asp but what I was wondering can I set up a mysql database for the web user so that can work with php? If so how would I do that?

Why not simply turn safe mode off (for YOUR own domain only!!) and create a symlink from a user directory to their own domain's httpsdocs directory. That way they could manage their own site completely as normal.
