Amazing, one google search later and Rabbit has Microsoft instructions
Seriously, are you even attempting to google because if you are, I'd love to know what your search terms are.

You don't need files. They come preloaded with the OS.

Every website has separate install for FP Extensions. You can go to IIS snap console and, click to desidered web site and go to FP Extensions tab... That will open a new browser (if you have extensions 2002) and there you can configure everything

I decided to be nice today when I was reading the forums.
After server permission issues I have been going through today...I would have had a different responce to the lack of research.

I'm running into an issue where there is no option (no checkbox) for FrontPage 2002 Server Extensions? Any idea what might cause that? I've tried installing from add/remove programs and from Server 2003's Manage Your Server utility. In both cases when I install there is no option to install FPSE. I'd also settle for a way to enable FPSE after IIS has already been installed. Any suggestions? Thanks!

That must mean that you are running Server 2003 x64 bit, right?
Here is an article that might help you:
http://support.microsoft.com/kb/891314I don't currently have any x64 servers that I can do testing on.

Sadly to say, Microsoft Front Page is End of Life and is no longer supported and is being replaced with .NET / Sharepoint / Expressions.
Microsoft Office SharePoint
http://sharepoint.microsoft.com/Microsoft Expression
http://www.microsoft.com/expression/Microsoft .NET Framework
http://www.microsoft.com/NET/The Linux distribution for Front Page is no longer available, and is no longer licensed even for redistribution so technically it is illegal to even publish it for downloading. The Windows version is currently ( at least for now ) still available from the following link:
Front Page 2002
