You need to call them. I understand it's expensive but you should factor the location of datacenter in mind when making your decision where to do business.

Timezone actually isn't a big issue since The Planet is a 24 hours outfit. However, I understand that the IDD calls to the US from Turkey might not be cheap. If you do call, you can always leave your name and number and have them call you back at their cost. You may just need to spend a minute to call them.
If you want to take the ticket path, check to see if there is any internal update to your RFQ ticket for that RAM upgrade. Usually, it needs to be bounce back and forth. Like you click on the Special Offer for the one-time pricing or submit a RFQ for the monthly fees RAM upgrade then Sales would contact you to tell you that it will cost you blah blah blah and that there is a setup fees of blah blah blah.. Then asked if you want to proceed. You need to consent to that for the build procedure to begin.
The ticket would bounce between sales, accounting and technical during the entire process. If you are targetting the Turkey timezone then you need to go give them a specific timing to do the ram upgrade. Make sure it is mentioned in the original ticket.
If you do see new revision dates and times for the ticket, even if you don't see any real update, it means that they are talking internally already. Usually builds are done quite fast but I recall that there was a RAM upgrade which I ordered over the weekend and that took like a little over 48 hours. They will not bill you until the job is done.

I'm very happy because only purchase 1GB ram,not a 1 server.I think 1 server 1 month.
But paid is immediately

I have a ticket yes,and this ticket 1st sales, than Total Control engineer, than again my question, ticket again sales bla bla.
Realy I'm very boring, sometimes update my own ticket, but every time same reason "we are sorry for delayed"
I think cancel my second server (still not purchase) becase I didn't wait again again again......

Your English needs work (then again, I can't speak Turkish to save my life so I'll give you credit)
However, you need to realize this is something you will have to deal with when working with a company in a different country and different part of the world. Call their support center, ask them to call you back and they will, but don't post saying you'll cancel your servers because you can't wait. We don't care and your efforts are wasted because the next thing someone will say might be, "Then get out" and your complaint won't get you anywhere.
Call their support if you want any answer to your problem, and have them call you back. If you're not willing to do that, then you shouldn't have done business with ThePlanet.
Sorry, I can not find a nicer way of putting it.
