A Private VLAN basically only means that you are on your own VLAN, this helps in many ways one of which is that you will not receive traffic that is broadcast traffic from other servers. The VLAN ACL Filters are a 'Filtering' system that go onto your private VLAN to block ports that systems do not use. This prevents traffic that is destined for your server, but is not on a valid port, this is useful to prevent people using port scans etc. to find vulnerabilities on your system.
Both Private VLAN's and VLAN ACL Filters are far more detailed than I have mentioned above, but this should give you a better handle on how to tell them apart.
