Make sure your SQL Agent service is running under a security context that has sysadmin access? That's just a guess.

Agent is running as local machine admin, and jobs are using SA.

1.Local SQL server or SM Shared SQL?
2. Turn off Shared Memory and use TCP/IP

Local SQL, not shared.

Where do I turn of shared memory?

What MSSQL version are you using?

My guess is 2005 and that is under Enterprise manager for it.
