I tried changing secure to 1 in /steam/valve/liblist.gam
But that did not seem to have an affect on my source install which is in
/steam/valve/css2/cstrike
Anyone know what i need to do?

Someone called me this morning and said they have seen source servers running valve anti-cheat 
and some other person just told me that CAL will be coming out with a special league mod with anti-cheat for matches.
Anyone else hear anything more about anti-cheats and source servers ?

The last I heard VAC2 is still in beta testing. I've not heard anything on either the steam site news or the mailing list.

From what i read in the STEAm forums it appears they are beta testing VAC2 on a limited basis. It is not banning cheaters in any way yet, it is simply collecting information at the moment.
They mentioned it might be released in this latest update, so perhaps they did. But as for a fully functioning VAC, there is not one out there yet.
