Ok i purchased a server the super celeron on the 3rd. They put the money on hold and i expected them to pull the money. They didnt and the money got put back into my account. So i put that money aside. I looked through their billing account FAQ and it said that i would be billed on the first of the month. So i was waiting for the first of the month and on the 15 of this month they charged me already. Does anyone know why they would wait approx 2 weeks then charge my credit card for a months use when i havent used a month and they dont prepay.

Okay, the FAQ about billing on the first of the month is for oldies like me who got the server before last month.
Under the old policy, you be billed at the time when you order the server but that is prorated then the next month onwards, you are billed on the first of each month.
Under the new policy, if you are a new customer, you be billed at the time of your order the full month's worth and your next payment would be on the month anniversary. In your case, it would be the 3rd of the month.
As for your case, I believe there can be a few reasons :-
1) They are currently switching to the new billing policy and have not got the system complete at the time of your order and now that they have done so, they can bill you.
2) Accounting is the most busiest department in The Planet and have not got the time to get to your order to include into their billing system and thus have only got to it now.
3) They have not submit your payment information to their credit card company until now and thus the late billing.
4) Your bank is slow to update their records (like mine)..
In the end, there is nothing to worry about. As long as you have sufficient funds, you should be fine.

Ok so next time i can assume that i will be billed on the 15th or on the 3rd. Also say i have a OS reinstalled and they charge me 25.00 dollars for that is it charged at the time of purchase or at the beginning of the month also? I did overwithdrawl my account but i dont really blame then cause i should have had the money in my checking and not savings.

All those extra one-time services would be billed at the time they are requested for.
Since you got your machine on the 3rd, I believe you should expect your next billing to be on the 2nd or 3rd next month.
I am charged on the 1st but I usually do not see it on my statement until the 5th or 6th.

When we "oldies" order new servers, do we keep our same billing date (The first of the month)? I would hate to order a new server and then have two billing dates.

Yes, the new billing date is only for new customers. Existing ones will keep what we are currently having.
