system fails to use loader.conf

i cant get the system to use loader.conf
loader.rc has both lines
include /boot/loader.4th
start
which i read in man loader.conf are needed to make loader.conf work (its default anyway)
any ideas?

What makes you think it's not using loader.conf?
What are you trying to make it do?
What part of the boot sequence do you think loader handles?

the problem was sorted years ago ... sorry....
i know doctor who is back... are you a time lord?
