My folks have a small Jewelry business...they are considering launching a website as well.
My questions are:
1. What would be a fair price to have someone develop a nice site for a small business?
2. Where would be a good place to hire someone to do this?
3. What would need to be purchased as far as having a shopping cart and the ability to receive CC payments?
4. After the site was developed and online how complicated would it be to keep it updated with new inventory and such (not feasible to pay someone to constantly do this)?
Any suggestions would be great.

1. Fair price is what the market will bear. If you or someone you know has decent skills then get a template from a template site and expand on that. Cheapest way to go.
2. Ask here. Ask me via PM.
3. To keep this as inexpensive as possible use something like osCOmmerce (free) and you will need a merchant. I refer people to me for those also - and I am CDG reseller.
4. osCommerce is pretty simple to maintain. Adding new categories and products are not difficult.

You could try a ecommerce solution such as the plans at www.hostdepot.com
You would still need to have someone create the website. But they have a shopping cart included which is easy to use.
