My windows 2003 box terminates large downloads, so users will need a download manager. . .

Why? Any suggestions?

How large? I've never heard of this happening.

Are they just normal .ZIP files? Running any special ISAPI filters on the site?

Running over HTTP right? (Not FTP?)

But the issue seems to hit only 10% of the users, so it MUST be a local problem. (ISP, packetloss, spyware etc.)

Does the problem occure using another browser such as Firefox? Or only Internet Explorer?

Internet Explorer has a notoriously unstable downloader.
