I have my Relaying set to 'open' that means i can receive and send mail to any domains, but for some reason, i couldn't receive any mail but i could sent out with no problem.

If you are running an open relay, I would definately suggest that you close it immediately. That's like an open beacon to spammers and you might start sending out a lot of email you didn't intend.
If you can't receive mail, do you mean that you can check POP, but there is no mail there? If so, you might want to check your MX records, and make sure they are setup properly (ie. it's pointed to a valid A record).
If you cannot login to POP, verify that the service is running on whichever OS you are using.

We just had this same problem. It ended up being a qmail configuration issue. It was resolved by adding the server hostname to /var/qmail/control/locals.
