id like to know how i would be able to limit a user access to be able to run only one program and have access to only one folder, and access to nothing else, and only able to run notepad.exe and one other program on windows 2003 and windows 2000 server versions

i maybe wrong with this, but i tried doing it on windows 2000 server and to restrict access to applications and drives you need to set them as a normal user, this means and doing this means that they cant logon remotely unless you physically get a terminal services licence and set up a terminal services server

well ive got closer to doing this, however when i edit the policy to block them out it also blocks out the administrator access to things such as the taskmanager, what i want to do is to limit access to just a single user but have the administrator able to do everything

I don't believe this is possible. Basically, you are after different user policies for different accounts. Unfortunately, unless you run active directory on your server, you only have one policy for the whole computer. As you say, you make a change for a user and you lock admin out too!
Either run your server with active directory (no easy task) or install Citrix which has all this built in.
