Got a weird problem i cant seem to fix.

Soem of my clients use IE to login to their ftps at work, they cannot use a client. one client created an account as a user in their cpanel ftp area. login is username@domain.com he can login with ftp np, but with IE it doesnt show any files. I have access to cpanel on another server, i made the same type of account, and he can see the files. If he logs into his ftp using the main account username and pass,he can see everything.

Im stumped, why would it not show any files in the newly created account? Ive recreated this several times on different accounts, and it seems only my server has the problem. any ideas? file were uploaded as the same user as im trying to login with btw.
one other thing, this account was moved from a bsd box, i dunno if that has anything to do with it.

Have the person try toggling the 'passive mode' in the preferences of the FTP client and see if that does the trick
