Does PHP run slower with PHPSuexec enabled? If it does that sucks big time and i guess there is no point in using it. thanks

You wont notice a difference unless your running low on memory or something.

phpsuexec runs php as cgi/perl and not the typical php with modules so it's a different process. I'm not sure if this will slow things down or not.

The benifits of running php as cgi is much better than any performance loss. You wont see a performance loss anyway. Not unless your running so close to the line of having the server overloaded that the margjonal load it causes by spawning a new php process kills the server.

Some scripts don't work well with phpsuexec installed either. This is one thing I tested over xmas break a few months ago by installing 50-60 scripts for a demo site. There were some that had some annoying issues with phpsuexec, so much so that I ended up disabling it to get these to run properly. If a customer happen to install one of these, I could be there for hours getting it to work for them. This is one of those issues where you can lock a server down to a point where it only runs 1/2 of the stuff out there and therefore losing some of its functionality so it would have to be a decision of the hosting company whether this is worth it to them or not.
