Just wondering is anyone using their servers to seed files or to download files using bittorrent ?
Do servermatrix even allow it ?
I want to use bittorrent, unfortunately the Student accomodation i am in has blocked the relavent ports. I was hoping to use the dedicated server as a relay.

Bit Torrent as a technology is not outlawed, however you might want to determine if the final product is of legal or illegal nature. If it is illegal like the seeds are for copyrighted materials then it is safer not to do it.
However, for a more firm answer, do write to sales[at]servermatrix.com and have them forward it to the legal department for review.

there really shouldn't be any concerns. Esecially about content. It wouldn't make sense to ban BitTorrent (or most other products) based on what it can do. I can use apache to server up illegal software, doesn't mean its going to get banned. Plus, if you use Bittorrent to download illegal software, your a fool. Your ip is very public (more so than other programs). With that being said, watch your bandwidth, you can use up a lot of bandwidth really quick.
I seed torrents(legal) all the time and haven't had any problem with SM. I echo everyone else's copyright issues, since that is probably why your student accomodations have blocked the ports in the first place.
It will eat bandwidth up quickly given the connection the server is on unless you cap the upload. When I'm seeding large files, I typically max out the 10Mb connection my personal server is on. Usually the only reason I actually seed torrents after getting the file I want is to try to make the MRTG graphs look nice
