I'm interested to colo my old computer, it's for experimental use only, i know you will charge 75 for a os reinstall, let's say i want to save this money, can i install os remotely?
is there any other hidden fee with colo? i try pay the colo fee only.

Is it possible to install an OS remotely in the first place ? Upgrading maybe but reinstall would be a different thing. I doubt it is possible because at set up usually you are not connected via the net and as such, you will not have access to your machine.
You could however have the machine shipped back to you for reinstall or you can go to their premises and do it yourself. Besides, if it is for experiment only, you might just want to hook the machine up locally to your network and do what you want in there. It is cheaper and easier that way.
if you run linux and you have two disks in there you can reinstall via ssh

so i need two harddisk, one is to store the redhat image right?

All you have todo is Mount the Floppy, and execute the installer. via SSH.
