....has provided any solution, a 50 mb experimental user - not in demo mode - still shows unlimited disk space allotted.
i have visited cpanel site and did a search on the question, and from what i got there i edited the cpanel.config file's disablequotacache=0 to disablequotacache=1, then tried fixquota, but result is the same.
right from the initial setup phase of whm to this point it has repeatedly turned quotas on, however it never worked.
the final thing left to try is the other solution in the cpanel official site faq :

Linux : Output of `mount` , look for "usrquota". /dev/hda6 on /var type ext3 (rw,usrquota) In /etc/fstab LABEL=/var /var ext3 defaults,usrquota 1 2 If the entries are missing from /etc/fstab , add them. If they are present, verify that there is support for quotas in the kernel and that any relevant modules are loaded.

before i commence this last option i would like to get any comments on the situation from any user who thinks there are other things that might help

No idea about RHEL but you might want to try
/scripts/chownpublichtmls
There is a possibility that the contents were transferred but the ownership of the files belongs to root.

If the amount of files belonging to the user exceeds their quota alottment, fixquotas won't work... not sure if this is the case, but figured the suggestion definitely wouldn't hurt

Do it manually for now until you have figured out a solution.
I have yet to use RHEL with cPanel and I hear it's still quite buggy.

Running a fix quota on the server may not show up the results right away, what you can try is to rename the quota files tos omething else so you have a backup, run it twice and wait a few hours... dont ask me why just past experience is all

as a matter of fact server was without any accounts. so there were no accounts over their own quotas, just a few trial accounts to check the system. situation lasted for a few days despite my repeated attempts at a solution, then it resolved itself. i have allowed cpanel to update itself, and tried updating other software from linux shell too.
