I setup plesk and created a test client. when i log into plesk with my test client login it gives the client full conroll over their domain like the ability to change their hosting plan from 200mg to unlimited.

is there a way to setup the client so they can login to make subdomains and mysql databases but not alter the hosting i set up.

As Admin go into the client and then the Permissions icon. You can enable or disable all kinds of stuff.
