I noticed this a few weeks ago on one of my servers.

PID USER PRI NI SIZE RSS SHARE STAT %CPU %MEM TIME CPU COMMAND
16432 nobody 25 0 8504 36 8 R 62.9 0.0 305:24 0 httpd

A process for httpd will just sit there and nag at the cpu for hours upon hours. I assume I need to set some sort of time out. Where would I go to try and fix this thing.

Run

lsof -p 16432

and you may be able to see one specific site/script that it is running. If that is the case you will want to look at the code or try disabling the site to see if it helps.
