I would like to know is this possilbe that i can make a Cluster of Cpanel site with Direct Admin so that if my Cpanel Site is Down my Direct Admin site will work as Backup !!

though ive never done it im sure you can do it, the only thing clustering does is for the DNS. other then that clustering does nothing. so its simply setting up zone transfers between the two
