I have enabled the SSH2 on the server with a different port than 22 adn now now the client is having trouble doing SSH telnet from the CPanel.

I am not sure if the cpanel ssh client can support what you are trying. I would just look for some web based ssh client that you can integrate into your website. If you are not able to find any you could just tell him to download a free ssh client like putty.
