Try this to see what the problem is:

1) service named restart
2) tail /var/log/messages (to see any errors that come up).

Sorry..but going to need a little more information to be able to help you out here.

I am going to have to say you have a problem in /etc/named.conf file...

Here is what a "normal" startup should look like:

May 20 12:46:18 host named[28563]: starting BIND 9.2.1 -u named -c /etc/named.conf -u named -t /var/named/run-root
May 20 12:46:18 host named[28563]: using 1 CPU
May 20 12:46:18 host named[28563]: loading configuration from '/etc/named.conf'
May 20 12:46:18 host named[28563]: listening on IPv4 interface lo, 127.0.0.1#53
May 20 12:46:18 host named[28563]: listening on IPv4 interface eth0, 123.123.123.123#53

May 20 12:46:18 host named[28563]: command channel listening on 127.0.0.1#953
May 20 12:46:18 host named[28563]: zone 0.0.127.IN-ADDR.ARPA/IN: loaded serial 20010622
May 20 12:46:18 host named[28563]: zone 249.40.216.in-addr.arpa/IN: loaded serial 1113787582

so, I would suggest taking a hard look at your /etc/named.conf file..

Also try to restart from the shell by logging in as root and typing
service named restart

Sometimes restart fails in plesk but works in shell.
