Netenberg's xController theme has Turkish language support, it's part of Fantastico, which you get with cPanel... "currently Catalan, English, French, German, Indonesian, Italian, Polish, Portugues, Romanian, Spanish, Turkish"

Once you have Fantastico installed, look under WHM/Languages/Additional Lauguage Config... Turkish should be the seventh language down from the top. Since it isn't in alphabetical order, I missed it the first time... now it appears to be available in other themes as well...
