If ev1 has been ban my ip ( 203 ) . I can fake ip to order new domain . My visa can payment ? and it is good?

I am sorry, but all of 203. is blocked due to an extremely high incidence of
fraud and identity theft. We are unable to process domain orders for
customers in blocked Class A's at this time, but you can find advice on how
other customers in your situation have been able to order in the domain
registration section of our user forum:

It is not you personally, and I apologize that you are caught in this. Unfortunatly, a large amount of fraud has originated from that subnet and this was a step we had to take.
