What I'm trying to accomplish is adding an account with reseller privileges without adding an additional cPanel domain login (rather, just a WHM login). How do I avoid adding a domain name (accessible via domain.com/cpanel/) and then adding reseller ability, rather, having just WHM via the IP and have them add their own main domain under their reseller's WHM.
I hope this makes sense and thanks in advance.

add a fake domain a reseller "fakereseller.com " grant it reseller privlages but dont transfer owernership and you done now you have a blank WHM that you can enter via ip

I was thinking that but curious other than using a fake domain if there were any built-in alternatives. If not, I will be forced to use fake information; possibly assign my resellers ID numbers in which they're enabled reseller priviledges.

I find this very disappointing considering how reseller friendly cPanel advertises. I may take this to cPanel's forums but I doubt I'd get any different answers considering EV1's cPanel forums are greater than the company's own.
