I am doing cp back ups to a 2nd drive right now. Is there a way using a crontab to copy a users user.tar.gz over to their home dir and make them the owner so they have access to it 24/7?

Why not have them request backup from you? I think that would be the safe way of doing it. Very easy to do restore backups via ROOT instead of them asking you multipul questoins on how to do it
just a time saver.
