No, not by default. I did however see a mod or such that someone did that allowed this. I'd search the forums here and if you don't find it look on the cPanel forums.

There is really never a need to see users passwords. We really do not want that responsibilty. You an log into a customers WHM or Cpanel at anytime using their username and the root password of the system. This gives you access to everything but webmail. For webmail problems your customer should have to give you access to that as private information is usually stored there and they don't want just anyone looking at it.

Your resellers may also login using their password.
