i create a new account on my server, and has no domain,

how to access it???

In WHM security tweak is "mod_userdir Tweak" turned off?

Also if you look above I put http://domain.com/~username/
NOT http://domain.com/~username
(observe the ending /)

See if that helps you out any.

ohh yes working with http://maindomain.com/~username/ and http://mainip/~username/

but why not working with http://plain.mydomain.com/~username/ ?? (it was working before)

i guess have a DNS problem there? Because when i enter WHM i am gettin "A Host Entry Missing for hostname" error message...

Where is your dns hosted? If it is with ev1 you need to make sure that plain.mydomain.com resovles. If you host your own dns go into the "edit dns zone" and see if a record exists for that subdomain in whm.
