Hi,

In my Plesk admin, the PostgreSQL button is disabled.
When I go to Restart Services, I can see that the service is running, but the Start, Stop and Restart buttons are not enabled.

I also looked through some settings, and restarted in through the CLI, but all in vain....

Anybody any suggestions?

I believe you have to buy a special addon license from Plesk to manage PostgreSQL throught the Plesk control panel. From what I can tell, it is installed and running on Plesk servers, you just can't manage it in the Plesk control panel without the addon.
