Is there any available application that would allow me to monitor my bandwidth usage and have it email me at a specificed address when it is approaching a preset monthly amount?

Plesk already does this automatically when a domain passes whatever bandwidth transfer limit you set for it Davidm. The server Admin gets a copy, as does the reseller. The mail is sent out daily around 4am, when the stats run.
If you wanted that to be sent every day to you, simply set the bandwidth to a meg or something like that. The overage report will be sent to you as soon as the domain passes that limit, which should be quickly.

Oh, one other thing I forgot to mention too. Just because a domain goes over the limit you set, nothing bad happens unless you turn off services. Some CP's will disable mail or even httpd for a domain that goes over the limit automatically. Plesk doesn't. It just notifies you and let's you make that decision.
