root@trident [/etc]# rpm -q httpd-devel
httpd-devel-2.0.40-21.5
The new version is httpd-devel-2.0.40-21.9.i386.rpm , i wonder how can i update the version on my server.

hello,
Cpanel compile the apache from the source code, which means all the development files are in there. I guess your redhat 9 install has the httpd-devel from the distro install. You can remove it safely, which will not effect anything.
Assuming you are using cpanel, its safe to remove it. if you are not using cpanel. You can upgrade the rpm using "rpm -Uhv
httpd-devel-2.0.40-21.9.i386.rpm"
you need to download the rpm first then issue that command

Yeah, you can rpm out that -- especially seeing as you're not even running httpd 2.0
