Can you rephrase what your trying to ask, it does not make much sense. Email can be sent to any address you want, but I am sure thats not your question.

Just setup a mailing list, cpanel comes with mailman which can be accessed via cpanel.

You could use an HTML email and have an image on your server, then you will at least know what IPs open your email.

You can also request a receipt, but people generally ignore/cancel those.

Create HTML email and put


Then create I_know_you_are_reading.php to catch the request.
