Please guys, i need a way to control cpu/usage of one of the sites hosted on my dedicated server, i need to deny every new http access when cpu/usage reach the limit i want.

Is any way to control this?

I have some hosting accounts and this customer has a semi-dedicated server with 20% max allowed cpu/mem usage. I need to be sure that he will be use only 20%.

This all together has the effect that processes using high resources for short periods of time (e.g: apache) are not killed.
