It says the user root is using 0.8 cpu load, is this because of Cpanel, or should I be afraid?

Ok this was only for a few minutes, but how do I trace this event, and see what caused it to go up so high?

Login via ssh.
Switch to root user,
type "top" at the command line. This will show you what processes are running.
To see the process consuming the most CPU, press Shift+P. You can do the same for memory usage with Shift+M.
CPU fluctuating and occasionally goining past 1 shouldn't be a big problem, but I would definitely watch your server for an hour or so and see what the problem might be.
If you want to see if the load average is becoming problematic, I believe you can use the following command when in /var/log
sar -q -f sa/sa02
