Is there a way to add a user in FTP so they can store items below the public_html? This user would be in addition to the default account user.

hi

yes you can do it using cpanel, go to ftp manager and create an account, you'll see a folder indicated as "/public_html/username" just remove the username and the account will have access to the www folder
