I got my domain setup with RackShack and this new Server running Redhat 9 and Plesk (which I have never used). The Domain Proped and it now pulls the following info up when I try to access the URL.
This is the Plesk™ default page.
If you see this page it means:
1) hosting for this domain is not configured
or
2) there's no such domain registered in Plesk.
For more information please contact admin@localhost.net

Some Questions come to mind...
1- Is Plesk preinstalled on server
2- Is apache preinstalled on server

1. if you ordered with plesk the answer would be yes it is preinstalled
2. yes apache is installed

Then that brings me back to my first problem of why am I getting the strange default page?

if you dont see a page with this on it you have done something wrong, also don't forget to drop the s in https when typing in your url unless you plan on using ssl and have configured your site to do so

You'll see the default page (the one you are seeing) if you access your server as follows:
http://
Access the Plesk admin as follows:
http://:8443/login.php3
You then login and setup a client and your domain. Once you've done this, you'll be able to upload pages and view them at your domain.

This is also the standard page that Plesk reports when your domain is either suspended or incorrectly configured.

OK I found it.... I am used to FreeBSD, so I was looking for a public_html directory, and it is not the same here, so I got it going now...
