To create an option for disabling mailman completely is very simple - place a 'feature request".

If you don't use mailman on your server then there should be an easy way to disable it from WHM. Visit the above thread and place a "feature request". Posting to the thread doesn't hurt either.
If you don't request it - then it won't happen.

I used:
/usr/local/cpanel/3rdparty/mailman/bin/mailmanctl stop

i just used chmod 000 /usr/bin/python or /usr/sbin/python forgot which but works atleast

Looks like the option to disable is going to be including in the next version of Cpanel.
