when I login as a site administrator, it couldn't find the mysql command:

How do site administrator create manage their databases? Is phpmyAdmin the only way???

You can change to root and use the mysql and mysqladmin commands. By default, only the phpMyAdmin user (I can't remember what it's called) and root have access.
