I've created a web user and initialised all the options that are available. If I got to the web page http://mydomain~webuser it says I don't have permission to access tis page. Also I have ticked to give the user cgi, php etc, where is his cgi directory?. Any help gratefully received.

I think you have permission problem in your root folder.
contact ur site administrator to chmod 777.
