I need to be able to monitor communications to and from a certain person who is sending email to a domain handled by my server.

I need to be able to forward a COPY of all incoming messages from "naughtyperson@isp.net" to my email address, and in addition I need to forward a copy of all messages sent out via my server TO this person's address, no matter which account on my server sent it.

I need to be able to do this covertly, in so much as it should not show up in any Cpanel control panel options (so that users cannot remove this monitoring activity themselves). It needs to trap all msgs TO/FROM the address server-wide (ie. all domains on the server require this monitoring).

I should add that users will know such monitoring is taking place, but should not be able to remove it themselves for their domain.

Is there a method of doing this using a Cpanel server?
