Everyone that has issues like I have had with Cpanel Licensing - please use this tool to verify your Cpanel License has not expired or been taken out of EV1's Licensure Database for Cpanel.
Verify.Cpanel.Net
If your license shows as expired - you will need to contact EV1 Customer service

If it is verified but still not working run:
/usr/local/cpanel/cpkeyclt

If it is verified but still not working or

Also make sure you're not blocking cpkeyctl outbound via Egress IPtables filtering - this I have seen a few times.

So in conf.apf
# Common egress (outbound) TCP ports
EG_TCP_CPORTS="21,25,80,443,43,2089"
should be ??:
# Common egress (outbound) TCP ports
EG_TCP_CPORTS="21,25,80,443,43"
(to speed up whm?)
