I am voting for a fully (100%) visually modificable and translatable WHM+CPanel.

I've succesfully modified and translated the whole CPANEL x theme

but I just can't find those files for WHM theme function files

CPanel is not 100% translatable. For example File Manager and Addon Scripts (and several other pages).

WHM is not translatable at all (except of the left menu frame).
