Yes, just give him reseller privileges and check the box that says "Full control" or something like that (it says in bold that it will give full root access)

Anyone know how to create a user in the command shell and assign the root privileges to the user ? (not using WHM)

Execute this command

adduser xxxx

then you can change privileges in editing /etc/passwd

and you can give a password to that account by executing:

passwd xxxx
